New Legislation to Halt Cuts

On August 28, the Home Health Stabilization Act of 2025 was introduced in Congress.  The bill is designed to stabilize home health payments and guarantee patients access to home health care.   If the bill is passed, it would pause cuts to the Medicare home health reimbursement rate for two years, 2026 and 2027. The bill’s proponents believe it would stabilize a challenging time for home health agencies, many of which are struggling to remain viable.

The bill was introduced by Representatives Kevin Hern (R-Okla.) and Terri Sewell (D-Ala.) less than a week after the window for comments on the HH Proposed rule closed. CMS proposed cuts that would result in a 9% payment reduction to the 30-day base payment rate – a cut that industry leaders have called a “matter of life and death.”
